A Theory of Change can be a useful tool for planning a mobile phone data (MPD) initiative.
Making a Theory of Change allows you to build a comprehensive analysis of how and why the change you want to see is likely (or not) to be achieved..
The purpose of this Theory of Change is to:
- Describe the shared vision of the World Bank’s programme “Putting Mobile Phone Data to work for Policy” which is housed within the Global Data Facility (GDF), under a Mobile Phone Data (MPD) window.
- Identify what needs to happen at country level, identifying key assumptions, and what the GDF-MPD programme needs to do, to support countries
- Provide a communication tool for sharing these ideas with relevant stakeholders for refinement and validation
- To guide monitoring and evaluation (the Theory of Change will be updated ad hoc, based on ongoing learning)
This is intended to be a generic pathway that would be relevant to any country included in a WB-GDF programme cohort, and it does not presuppose a particular use case.

This Theory of Change was developed as part of our engagement with the World Bank Global Data Facility (GDF) for their mobile phone data initiative programme (WB GDF-MPD). We have supported the team in the development of the programme's theory of change and created a maturity assessment framework.
The World Bank has launched a multi-partner initiative under the Global Data Facility (GDF) to help low- and middle-income countries integrate phone phone data (MPD) into their national data systems.
The GDF-MPD programme is partnering and coordinating with many experts, including Flowminder, to deliver essential resources, programmatic support, and knowledge through several rounds of country cohorts.
